Updated New Castle Master Plan Unveiling Eyed For October

CHAPPAQUA, N.Y. -- New Castle's updated master plan may be publicly presented in October, according to a new presentation from the Pace University Land Use Law Center, which has assisted the town in the revision process.

The Pace presentation envisions three public workshops in 2015. The first and second, which would be in February and May, are geared toward gathering public feedback on objectives and goals, along with presenting information regarding an existing conditions analysis. The third workshop, which would be in September, would involve presenting a draft of the updated master plan, while the fourth in October would include presentation of the updated plan itself.

Presentation of the updated plan does not mean that it would take effect, however. According to Pace's timeline, the October workshop would include outlining steps for an environmental review of the plan and its potential adoption.

Another major element of the timeline include the studying of potential transit-oriented development (TOD) in town, which would be presented for public feedback. 

New Castle's master plan, officially called the Town Development Plan, has not had a general update since 1989. However, the Town Board voted in December by a 4-1 margin to amend it to accommodate the Chappaqua Crossing retail proposal, which would be 120,000 square feet and be anchored by a Whole Foods grocery store.

The town and Pace held a master plan public outreach process last year and a report containing feedback was subsequently released.
