Katz: State Budget Should Be Open

WESTCHESTER COUNTY, N.Y. -- Obsession with an on-time budget trumps legislators' responsibility to read, understand and report to our constituents about the budget and all its $142.5 billion parts before we vote on it.

We will see the majority of the budget a few hours before we vote. I can't think of anything more bizarre and irresponsible than feeding this governor's obsession at the taxpayers' expense. Oh, by the way, we've been told there is not one tax cut or any relief at all for small businesses and middle class taxpayers in this budget.
